vr 5.0l not starting cold

Ive got a issue with vr 5.0l where it wont start first thing in the morning or when its been sitting for hours, but it will start ok on lpg.

if I drive for a few minutes and stop it starts and runs fine on fuel.

theres no engine light on and I checked fuel pressure was 55 psi when cranking.

any ideas ?
