Measuring car noise levels isn’t hard, but it depends a lot on year, number of cylinders etc, so you need to make sure exactly what limit applies to you and how its measured.

So for example my car, a V8 manufactured in 1993, has to be under 91dB, measured at 3,300 rpm, measured 500mm from the tip at an angle of 45 degrees.
